There's no release date for All-Star Battle yet, because it was just announced recently. It's being developed by CyberConnect2, the same guys who made the Naruto Ultimate Storm series and Asura's Wrath, and it's being published by Namco-Bandai.
It'll cover all the completed arcs to date, from Phantom Blood to Steel Ball Run. As far as we know, there are no plans to include JoJolion, since that's still ongoing.
It looks like it'll be a 3D fighter like Tekken or Virtua Fighter, but there's not much to go on since we only have a 2-minute trailer.

That's all the info I have right now. Loosely related, they're also making an anime adaptation of the manga, which is always welcome since we only have the OVAs right now.

I'm genuinely interested in this game, not just because it's a JJBA game. I'm interested to see how they handle the Stands and such. It'll probably be like everyone's favorite JJBA game, which had a button that you used to turn your Stand on and off, and let you summon your Stand for single attacks by using certain commands (for example, Jotaro's quarter-circle-forward + Punch had him summon his Stand to do a punching combo).

TL;DR, keep an eye out for news on this game, it's gonna be awesome.
